The case is strongest in countries with large scale broadband penetration (whether DSL or Cable) not least because of the low incremental cost of backhaul.

Some analysts have suggested that to make any impact on the reduced cost of macrocellular network, then substantial volumes will be required to break-even because continued investment in existing systems will still be required. However, this will vary depending on the value proposition.
